If you did it correctly, it would work. It's not bugged. Make a video/screenshot showing you entering the code, post it, and someone will tell you where you are messing up.Shuro chi is still better for primary ammo weapons than goa. If done correctly it will net about a half a level of progress in a minute and a half, two minutes tops. Also shuro chi is best for nearly all heavy ammo weapons and most special ammo weapons. The exception would be for snipers but that can be mitigated with a shadow shot hunter.
